Thumb Correctional Facility Overview
Thumb Correctional Facility is operated by the Michigan Department of Corrections. The official MDOC page lists it at 3225 John Conley Drive in Lapeer, Michigan, with Warden Ronald Fenner, phone 810-667-2045, and a public email for general questions and visiting applications. MDOC identifies Thumb as a Level II facility for males age 18 and older. It opened in 1987 and is physically next to the county jail, but it is part of the state prison system.
That legal split controls inmate search. Lapeer County Jail handles local bookings, pretrial detainees, county jail sentences, and short-term holds. Thumb Correctional Facility houses sentenced Michigan prisoners and related MDOC populations. A person cannot be found at Thumb through the Lapeer County Sheriff app just because the prison is located in Lapeer County. The correct public locator is the statewide MDOC OTIS offender search.
The image manifest includes the official MDOC Thumb source. The Thumb Correctional Facility page shows the prison address, warden, contact email, security level, housing details, healthcare, education, and program information.
Use that MDOC facility page for prison operations and contact details. Use OTIS for the person search, status, offender number, supervision category, and facility information that MDOC makes public.
Thumb Prison Population Context
MDOC's current Thumb page does not publish a current capacity figure in the inspected static text. It does publish facility type and population categories: Level II male prisoners age 18 and older, including adult prisoners, prisoners sentenced under the Holmes Youthful Trainee Act, a youthful population housing unit, and medically frail prisoners. Those are the safest current descriptors for who is held there.
The research file also located a historical Prison Policy Initiative table listing 871 state prisoners at Thumb Correctional Facility as of June 30, 2012, sourced to the Bureau of Justice Statistics Census of State and Federal Adult Correctional Facilities. That number is useful for historical context, but it is not a current head count. Do not use it to decide whether a specific person is housed at Thumb today.
Search Thumb Facility Inmates
Use MDOC OTIS to search for a Thumb Correctional Facility prisoner. OTIS covers prisoners, parolees, probationers, absconders, and certain discharged offenders within the MDOC system. It is not a same-day county booking report, and it does not confirm whether someone is in Lapeer County Jail. For a person who may be newly arrested or waiting for arraignment, use the county jail route instead.
- Open MDOC OTIS and search by last name, first name, or offender number when available.
- Use filters such as sex, race, age, offender status, and marks, scars, or tattoos only when they help narrow a common name.
- Review the status and facility information to see whether MDOC lists Thumb Correctional Facility as the person's location.
- If OTIS does not answer the question, use the OTIS assistance email MSP-MDOC-OTIS@michigan.gov or phone 517-335-1426 for help or accommodation.
| OTIS field | Use | Notes |
|---|---|---|
| Last name / first name | Name search | Use exact spelling when possible |
| Offender number | Best identifier | Use when supplied by MDOC, court, or prison correspondence |
| Offender status | Custody or supervision filter | Includes prisoners, parolees, probationers, discharged, and absconder categories |
| Marks, scars, tattoos | Physical identifier | Helpful where names and ages are similar |
Thumb Facility Contact
Thumb Correctional Facility's official contact details come from MDOC, not the Lapeer County Sheriff's Office. Use the prison phone for facility questions and the MDOC email listed for general questions and visiting applications. County jail staff should not be expected to confirm MDOC prisoner location, approve state-prison visits, or explain prison mail and money rules.

Visit Thumb Correctional Facility
Thumb is a state prison, so visitation follows MDOC approval and scheduling rules. The inspected Thumb facility page gives a general-questions and visiting-applications email but does not publish a full public schedule table in the static text. For that reason, do not copy Lapeer County Jail's onsite or remote visiting hours into Thumb content. Jail visits and state-prison visits are different processes.
Prospective visitors should use the MDOC facility email for application questions and should confirm approval, schedule, entry rules, identification requirements, and any current restrictions before traveling to John Conley Drive. State-prison visits often require advance approval, and a person listed in OTIS may still have facility-specific limits based on classification, housing, conduct status, or temporary operations.
| Visitation item | Thumb-specific finding | What to confirm |
|---|---|---|
| Application contact | mdoc-thumb-public@michigan.gov | Visitor application status and approval requirements |
| Public schedule | Not published in inspected static page text | Current days, times, and any temporary restrictions |
| Lookup before travel | Use MDOC OTIS | Confirm the prisoner is still listed at Thumb |
| County jail hours | Do not use for Thumb | Use MDOC prison instructions instead |
Thumb Mail and Money
Use MDOC statewide prisoner-family guidance for Thumb mail, phone, money, and package rules unless MDOC publishes a facility-specific instruction. The inspected Thumb page did not publish a facility-specific money-deposit vendor, mail format, phone vendor, or commissary fee schedule. Because the research did not locate those details on the Thumb page, they should not be filled in from the county jail's Express Account, InmateSales, or lobby kiosk rules.
This is one of the most important differences between neighboring facilities. Lapeer County Jail photocopies nonlegal incoming mail, uses Express Account for bond or commissary deposits, and uses InmateSales-related services for communications. Those are county jail rules. Thumb is an MDOC facility, and its mail, money, and phone rules must come from MDOC channels.
| Service | Correct system | Research-supported limit |
|---|---|---|
| MDOC statewide prisoner mail rules | Facility-specific format not published in inspected Thumb text | |
| Money | MDOC prisoner account rules | No Thumb-specific vendor or fee schedule located in inspected text |
| Phone | MDOC prisoner phone rules | No Thumb-specific phone vendor detail located in inspected text |
| County jail deposits | Not used for Thumb prisoners | Do not use Express Account or jail kiosk unless MDOC says so |
Thumb Prison Housing
MDOC describes seven Level II general population housing units at Thumb. The units include day rooms, showers, laundry facilities, and staff offices. Four units house adult prisoners. One unit houses prisoners sentenced under the Holmes Youthful Trainee Act, one separate unit houses a youthful population, and one unit is designated for medically frail prisoners.
The prison also has a segregation unit with stainless-steel sinks and toilets and slotted doors for meal service. The administrative building includes staff offices, prisoner records, and visiting areas. Other buildings include education, food services, healthcare, maintenance, and Michigan State Industries industrial laundry. These details are prison-specific and should not be mapped onto Lapeer County Jail housing.
Thumb Correctional Programs
Thumb Correctional Facility provides onsite medical care, including x-ray, dental, and mental-health services, with outside referrals when needed. Its education options include Adult Basic Education, GED or HSE, Special Education Services, Digital Learning, Building Trades, Food Technology and Hospitality Management, and state or national certifications.
The prison also has higher-education partnerships. The research file identifies Mott Community College for associate programs and Rochester Christian University with Ferris State University for bachelor's degree opportunities. Those programs are separate from the local jail programs offered at Lapeer County Jail, such as parenting, GED, AA, work release, and local reentry classes.
Note: Confirm a prisoner's current facility in OTIS and verify visiting approval with MDOC before traveling to Thumb.
